The Challenge

StreetsLA faced a critical technology challenge that was impacting both their public-facing operations and internal efficiency. Their existing website was built on Drupal 7, a content management system reaching end-of-life, creating significant security and maintenance risks. The visual design was outdated and reflected poorly on the organization's brand as a forward-thinking public works department.

The Solution

iS2 Digital approached this complex modernization challenge by focusing on both immediate technical requirements and long-term operational sustainability. Working with the design framework provided by the client, iS2 provided strategic guidance to ensure web design best practices were implemented effectively.


The core technical solution centered on migrating to the latest version of Drupal while implementing Drupal's Layout Builder functionality to create an intuitive drag-and-drop content management experience. This approach directly addressed the operational bottlenecks by empowering staff to manage content independently without technical expertise. iS2 Digital built the site with responsive breakpoints for desktop, tablet, and mobile to ensure consistent user experience across all devices.


A particularly innovative aspect involved integrating legacy street sweeping services that operated on older technology without API capabilities. iS2 Digital engineered custom iFrame solutions and worked directly with the city's technology team to ensure seamless visual integration. The project achieved zero data loss during migration and delivered a fully functional platform that met all specified requirements.

The Client

StreetsLA, also known as the Bureau of Street Services, serves as one of five bureaus within the City of Los Angeles Department of Public Works. Led by Executive Director and General Manager Keith Mozee, the organization is responsible for preserving, protecting, maintaining, and renewing Los Angeles' extensive street network and urban forest, including roads, sidewalks, bikeways, trees, and medians across the nation's second-largest city.

Upgrading was urgent: the city had adopted a new Zoning Code in late 2024, with the Downtown Community Plan Area going into effect in early 2025, and the department needed a platform capable of supporting updated regulations at launch.
