iS2 Digital and Fundamental Design Group Deliver Comprehensive Improvements to City's Manual System, Including Enhanced Accessibility and Security Features

BEND, Ore. – May 8, 2025 – The Los Angeles Bureau of Engineering, in partnership with iS2 Digital and Fundamental Design Group (FDG), today announced the successful implementation of significant system enhancements to the City's Engineering Manual platform. These comprehensive updates improve accessibility, security, and user experience for thousands of city employees, contractors and the Los Angelenos who rely on the system for critical engineering documentation and procedures.

The updates represent a major advancement in the Bureau's ongoing digital transformation initiative, building upon the successful migration to the Acquia hosting platform by the iS2 Digital and FDG team. The new features address key user needs identified through extensive stakeholder feedback, while ensuring compliance with ADA accessibility standards and modern security requirements.

"These enhancements demonstrate the bureau's commitment to continuous improvement and user-centered design," said Kevin Howard Goldberg, CEO of iS2 Digital. "By listening to the their users and understanding their daily workflows, we've delivered meaningful improvements that make the system more efficient and more accessible for everyone who depends on it."

Key new features include an enhanced site navigation that displays individual documents under each chapter, providing users with a more comprehensive view of available information. As well, the content management dashboard has been upgraded with advanced filtering capabilities, allowing administrative users to quickly locate documents by author. Additionally, administrators now have greater control over document revision tracking with the ability to manually input revision dates, ensuring more accurate documentation history.

Significant improvements have been made to enhance user experience and productivity. The navigation system has been refined so that dropdown menus remain visible while users browse documents within a chapter, eliminating the need for repetitive menu interactions. Document formatting has been improved to ensure that centered images and captions maintain their intended alignment when published. The addition of MathJax and FontAwesome plugins enables the display of complex formulas and icons, crucial for technical engineering documentation.

The update also includes extensive ADA compliance improvements, ensuring the system is accessible to all users. Tab key navigation is now supported throughout the entire interface, and all decorative images are properly marked in the accessibility tree. Text contrast has been enhanced for better readability, particularly in pagination controls, and all weblinks now feature consistent styling with proper underlining and uniform blue coloring.

The updates benefit different user roles within the system, with Content Contributors, Author/Reviewers, Admins, and Super Admins each gaining access to features tailored to their specific needs. All users, regardless of role, benefit from the improved navigation, accessibility enhancements, and security updates.
